From what I've heard, it's part of the process of saving data. Saving data prevents apps from using their data volume because apps often download updates that can make drastic sacrifices. When data saving mode is enabled, apps can only be updated via Wi-Fi.
Unlimited access to data is an elast system, which means Csen app is not affected by data saving mode. If necessary, they will continue to do anything through their Wi-Fi or soft service.
